You've got the workings of a great comic cover image here you know?
I know this is meant as a concept work, but have you thought of creating a variation on this focusing more on the mood? As I said in your other work with the dragons, way not push the mood further and add deep dark shadows to the side of his that faces us? Covering some of his image to make us ponder who he is (like a comic cover?)
Also, I know flowing hair and clothes is typical in these images but I think this could use some of that. Which direction is up to you, but if it flowed left it would hide more of his features, but compliment them if you went to the right.
And finally, maybe like the dragon image, add a few blacked out towers and spires to the distant background?
Dude, it's Vegas, there AREN'T any blackened towers. haha, kidding though. Mostly, though, my sister just wanted to see an illustration of her character so that she had a visual, so my thoughts were really more on getting his look right (his features, his personality, his costume) than on making this a stand-out illustration. Though all your points still stand. ...but since it was Vegas, I felt compelled to add lots of bright lights for no particular reason, haha!
The lighting in this one is awesome, as are some of those buildings (can you tell I really like architecture?) That guy looks pretty cool too, nice strong, taut pose, and I like his nose/hair
I probably should have spent more time on the buildings to be honest, since this is supposed to be Vegas, I should've taken some care to get them right. These are based on some real buildings, but they're not situated near each other properly, and I didn't spend a lot of time on them...
...but it DOES make for some awesome lighting! Haha! As soon as she said the city, I was like, "lots of colors. Got it!"

...actually that's something I'd REALLY like to see.
